I am of the opinion that they are hving an effect on current prices. What if anything can be done to control this issue? One thing I was thinking of was when a bot is discovered on a pool that the pool operator just keep those btc. I think it would also be a good idea to share btc and ip address with the exchanges and maybe between the pools themselfs. Pool operators might also report the bots to their prospective isp. This will help if only minimally to slow the rate infection.

If you're likely to be taken offline at any point it's better to get small regular payouts than possibly one large one, but probably nothing.
