Yes there are potentially still big bag holders, however the largest holder that we can see on the public block chain (Xspec has public and private wallets) isn't staking and hasn't touched the coins for a long time as far as I'm aware they could be inaccessible.

What to you think of cloak coin? Cheers It's not a bad coin but XSPEC is still more private. XSPEC uses TOR+OBFS4 and ring signatures. I read the whitepaper of cloak and didn't see them use say that they use it. I might've been blind but im pretty sure I didn't see it.
