Buy BTC from larger exchanges such as Coinbase, Bitfinex, etc. It also matters how much BTC you'd like to buy. All major exchanges have already been accused of scamming their customers, so you want to be careful. Though for sure major exchanges are still better than Exmo and Wex. Have you already tried checking this site: https://localbitcoins.com because most countries are there.
