Is there a way to view the contents of a paper wallet while offline?

All you need to do is to know your wallet address(not the private key) that says scan/verify. You can use blockchain.info and check your balance from there.

a paper wallet is simply your private key(s) printed on a piece of paper and your public key (bitcoin address most probably starting with '1'). you use the private key (starting with 5 or K or L) only when you want to spend the bitcoins that you have and move the remainder to a new paper wallet. and you use the address to check the balance. using your address (like the one you can see in my profile) online has no "security" risk. only privacy.
