If for example I bought Etheruem at $1000 and used it to purchase some ICO tokens, then Ethereum goes to $1300, does that mean I lost value?

If the ICO token remains at the same price or goes lower, then yes it does. However if the ICO token goes higher than ethereum did (proportionally) then you would have made money

You can use fiat currency as a comparison because it's not as volatile as cryptocurrencies are. If you buy Eth at 1000 and then buy tokens worth 1000 with that money, then in order to determine if you lost value or not, you need to see if the coin that you bought is worth more or less than your initial investment. If the tokens are worth more than 1000 then you've technically gained value. The ETH value doesn't matter unless you continue holding the coin. However, as with any investment, know that you haven't "made money" until you go back to the fiat currency you used initially.

The dangers of investing. Could rebound man, you never know. Wouldn't hurt to invest in a range of coins my friend. I know its tempting to just go all in on one, but there are so many opportunities out there.

So the same would apply if I bought Ethereum at $1000 and it goes down to $800?

Usually the price of an ico token will rise higher than the eth's price increase if it is a potential ico.
Then your money is profitable, otherwise if it is a failed ico or scam you will lose the original amount.

If the ICO tokens price that you bought is not increase than yes you lost some value. It's depend on the tokens that you bought though but usually the project/ico owner will give some bonuses or add more tokens to the investor if the price of Ethereum increase.
