Maybe because there are many people using it right now. There are also news, i dont know if these are rumours, that ethereum was compromised. The best thing to do when there is congestion is to check gas prices at https://ethgasstation.info/ and send the transaction with the required gas amount to avoid stuck transaction.
I myself have burnt some ethers when my transactions failed after being stuck for long time because of low gas. Title: Re: ETH Network congestion ? I also learned that several people has more than 600 confirmations and have been waiting for 8 hours until now. So I guess one just have to be patient :-\
