Anyway would give some qualifications on what are the qualities that you are looking for devs and consultant. Do you already have an idea what the concept will be like? I guess they already have it and that's the concept as the title indicates on what they are really plan to make. I'm sure your developers would have understudy what it entails technically but the administration and other non-technical you've got to make more research.
