Title: X11 to X17 and beyond... who chooses?

X11 yields a hash by hashing data with a series of hashing algorithms. The output of the first algorithm becomes the input of the second and so on through a total of 11 algorithms. X12 extends X11 by adding an additional algorithm, X13 extends X12, and so on again (https://getpimp.org/what-are-all-these-x11-x13-x15-algorithms-made-of/ (https://getpimp.org/what-are-all-these-x11-x13-x15-algorithms-made-of/)). It looks like the latest X* is X17 used by PPL. My question is, who decides what algorithm is added? Is it the developer(s) of PPL who say, "I want to extend the hashing algorithm for my coin" and then select which ever algorithm they happen to like, and then the community (anyone who implements an X17 coin afterwards) is stuck with that decision?
