It varies according to the each exchanges. I am not sure why they don't have the same value for the bitcoin or other altcoins in the marketplace. When I need to transfer the fund to anyone, I keep check the preev.com to confirm the bitcoin value and for altcoins I use coingecko.

I would say you can invest on the concern exchange where you find the high value. For example, I keep on using the localbitcoins to exchange my bitcoins for fiat cash because when compare with all the sites you can get the highest value there.

An example would be helpful to give accurate explanations.
Some exchangers, especially in Korea seem to me more expensive than others. There could also be another reason. When volumen is low, each buy is shown as new price. As I was newbie, I trapped into those price declarations and baught a new coin, but couldn't sell for the price, that was shown and went out of the deal with loss. There may be also other reasons like pumping dumping or exchange rates, fixed by exchangers, who additional offer other services, so that customers accept higher prices. Most differences are on exchanging services with crypto/fiat pairs.

If you check the coins price on coinmarket cap  ,the exchange with the highest volume will determine the price even if the other exchange  has a higher price of it.

No it is not a bug,the price is varies according to the demand and supply on that coin on that particular exchange irrespective of the actual market value or the other exchanges. If people want to know the exact current value for that coin then you can go to coinmarketcap.com to find it.

Many exchangers show the last trade, that could be different from buy and sell orders. So only those prices are meaningful, that you see on buy/sell supplies and the volumen, that is behind those otders. Else one could trap into bad surprise.
