There's a little space for legit, wealthy entities but I doubt those would be posting on an anonymous bitcoin forum with a newbie account (without any professionalism - he's using WhatsApp as communication ffs) rather than going to a similarly large corporation such as Coinbase to purchase. Also nothing is mentioned about who are they or any website if they own any exchange etc. It is a sign of warning and need to stay away unless you get the appropriate answer for your queries.
