I am a new member here in BTT, but I have been reading BTT off and on since 2012. I have an idea for a new protocol that would allow non-bearer assets to be traded on the blockchain without smart-contracts and I'd like to raise funds for development of the prototype. What steps can I take to be taken seriously as a new project in BTT? Same rules exist for non-crypto projects- business plan, pitch deck, how you're going to make money, what's in it for investors, etc.

BTT is a best to placement of new project announcements but each project needs a site where all the documentation will be posted.There are a lot of topics how to start ICO on BTT. Build a team that encompasses the skill sets required to bring your idea to life. If you're not the tech developer be prepared to pay or give up equity to acquire the skill sets you'll need. Don't be afraid to share they idea but do keep the secret sauce just that, secret. I wish you the best.
