The deputy of State Duma, Rizvan Kurbanov, has submitted a draft of a bill to the government that would fix a new crypto token called "CryptoRuble" as an official means of payment in Russia.
Also, you will have to to pay taxes before the successful end of the ICO.

I have long been disappointed by the actions of the Russian authorities regarding the crypto currency. There's nothing good done for the people. If their national centralized cryptor is launched, it will serve only the caste of privileged persons, or it will be another way of pumping money out of the people, and the cryptoruble will usually walk, only within this country.

Who cares, no one is forced to actually use it. People don't want a crypto currency issued by the government since it doesn't contribute to decentralization and financial freedom ~ that's why people love Bitcoin!

On another note, Russia has never really been a reliable factor when it come to their announcements and potential actions. One day they seem to act in favor of crypto currencies, and the next they they are against it.

They have been changing their stance on crypto so many times in the last years, that no one takes them serious anymore. It's all big talk, but nothing of this talk has ever resulted in any actions by Russia.
