For me 1.0 is a release when you are certain that the software contains all the functionality that is needed for it to fulfill its goal and lacks any major bugs. At the moment we have 58 open bugs (https://github.com/bitcoin/bitcoin/issues?labels=Bug&page=1&state=open), 7 of which are critical. The GUI also lacks some user-friendly features.
