Title: Looking for some help regarding power consumption differences between GPUs

Using HWinfo, these are the readouts for two of my RX570 cards:

The top one is an MSI Gaming, bottom one is an MSI Armor.

The Gaming stays significantly cooler and according to HWinfo uses less than half the core power that the Armor is using.  I know there are differences between the two boards, but should they be that big?  They are similarly clocked and similarly spaced physically.  I am trying to lower my power consumption but this seems like an issue to me.  Does anyone know what's going on? (or could point me in the right direction?)

I measured at the wall wattage.  The two armors cards are reading about 300 watts total with nothing else on the power supply.  The two gaming cards are reading 300 which includes the MB/CPU and SSD.  These are with the exact same profiles and zero undervolting.

Undervolting the armors to 950 each and underclocking to 1150 brought them down to only 280 watts.

Is it possible this is a driver issue?  This is a huge difference in power between the two card types, about 30-40 watts each.

Get them to v core 900mv.
