I'm new to bounties and saw a lot of bounty program posts. Still struggling what are the elements to make the bounty program, post a success one with lots of people join?

1. Graphics?
2. Award?
3. Luck?
4. ICO itself?
5. Clear instruction?
6. What else?

For bounty campaign search and hires a famous campaign manager and many people will join.
