Title: Which Altcoin has the most technical & over rated white-paper so far?

I was wondering which altcoin came out with the most difficult & hard to understand technical whitepaper ever?

I am very interested in the one where they are just using hard to understand language for a very simple solution.

Of many whitepaper's I've read the most complicated and technical piece without any bluffing is of 0x Protocol project.
I haven't still figured out what they are doing. I guess they can be summed up to a token issue platform.

 I am very interested in the whitepapers that uses hard to understand language to describe a simple solution. In other words, A white paper that uses big words to sound smarter than it actually is..

The first whitepaper I have read is an earlier Tezos whitepaper. At that time I thought it was incredibly pretentious. Seeing as the Tezos team are hit with multiple lawsuits I am happy my skepticism paid off.
