There's several reasons, like to prevent people from making sockpuppets in the heat of the moment, or to prevent people from making accounts just to sign up for giveaways. The idea is that only serious people will take the time to cultivate their account.

Besides, it's really not difficult to get the 4 hours and five posts.

This restrictions are better than lots of spam, but there are other methods.
