So what should I do? Is this message here (https://i.imgur.com/e024HP2.png) enough to get him banned? Or shall I have a talk with him and play dumb?

Selling merit, just like scamming, is not a bannable offense. That being said, it is untrustworthy, so I'll probably tag his account with negative trust.  Unfortunately, it is most likely just one of his many alts. It would be great if you could play dumb and ask him to prove he can distribute merit as he claims. Ask him to give the account he PM'd you with a certain number of merit (10+) and see if he does so. Then I'd be able to tag his other accounts as well.

This probably belongs to the reputation section instead of scam accusations since there is no verifiable scam going on. It might be that he is giving you an unethical way of farming merits which is definitely not acceptable by the forum community, but he's not really scamming you either.

This guy will get a negative trust if DT guys can verify that he's legitimately farming/selling merits or merit abuse methods.

He won't get banned, as Madz said it's just not a bannable offense. I doubt he'll even respond to you now with the info after he sees this scam accusation thread. Just make sure that you don't abuse the merit system, and you will be fine.
