This morning, I received this article by By Samantha Radocchia, Co-Founder at Chronicled (2015-present) in my email. He talks about how dubia is planning to be  the first blockchain-powered government in the world by 2020. We all know how dubia has become number  one  business hub in the middle east. And now their plan to become first blockchain powered by government. This is reason I need everybody here opinions on  "if an entire city can run on blockchain".

Essentially, a blockchain is like a record that is accessible to anyone, registering every single transaction and can be used for a number of different things, including hospital records, financial transactions, and government data. The beauty is, It is not controlled by anyone: There is no central authority, everyone who uses it contributes to it in some small way and this kind of structure makes it more efficient and fair. In recent years it has been blockchain technology that has seen the overwhelming majority of investment from banks, governments, and large companies. So i think yes, the working of entire cities can be based on blockchain technology, as going paperless, removing human error, anonymity, seamless records and major cost effectiveness Rides on innovative technologies towards a revolutionary future.

I don't really understand what you mean by "an entire city running on the blockchain".  What is the point?  In what way would this be an improvement over what's already in place?  Would everything be integrated into this system or would there be parts that still run on the legacy infrastructure?  Actually, would it even be possible or feasible for everything to be "on the blockchain"?  For instance, what benefit would there be in having toilets governed by this hypothetical blockchain?  Are you going to record every single flush?  Why would you even do that?
