(Developer Version) I believe there's a free app by NXP called NXP TagWriter (https://market.android.com/details?id=com.nxp.nfc.tagwriter) and the Nexus S (http://www.nearfieldcommunicationsworld.com/2011/02/28/36227/nxp-adds-nfc-tagwriter-app-to-android-market/) is able to write tags. I personally don't have an android device to test or try out that app, but from what I've read the Nexus S might be what you are looking for.
