Hi. Most Bitcoin debit card services have been using the same provider (Wavecrest) for their cards.
That provider cannot offer anymore neither VISA, nor MasterCard, so all those debit cards were cancelled.
The current solutions are very few and expensive right now.
I've read that Mistertango and WageCan still work. There may be more. I want to repeat myself: they are overpriced right now.

I found this article which may just help you out: https://steemit.com/bitcoin/@bitcoinshirtz/a-full-list-of-bitcoin-debit-cards-for-2017
It has a full list of bitcoin debit cards with its fee limits etc. But it might include outdated cards, might. Give a background check to all of these and then make a decision.

mistertango is free

Unless they've changed it, they charge quite big fees for deposits. The minimum for BTC deposits is 0.0025BTC, many are complaining about their fees (https://bitcointalk.org/index.php?topic=2535109.msg28906349#msg28906349) or their exchange's fees (https://bitcointalk.org/index.php?topic=2535109.msg27716938#msg27716938).
So no, it's not free. By far.

Might wanna try the epayments.com card. Those mistertango limits suck. Only thing I don't like about epayments vs cryptopay is that they don't have a bitcoin wallet in there to store. Must convert to USD whenever you wanna use.

I liked the fact that cryptopay offered to keep your funds in btc without being forced to exchange to fiat. Only thing I didn't like was their arbitrage % which was huge.

sorry but you'll never find a totally free debit card. Not in the late 2017 world, even less now.
I referred to the card itself.
yes, there are deposit fees, but at least exchange rates are better than wirex ones used to be

WageCan still work.

the wagecan cards work very well and they are expensive as you said, but in this time of scarcity we use what we have because not many options.

I paid the wagecan card for  $220 and in 4 days I received the mastercard card, I went in several ATMs to test if the card works and the card works

The only thing that i complain about is the fact that they take up to 12 days to add funds to the mastercard... this is something that I do not understand, why takes so long

sorry but you'll never find a totally free debit card. Not in the late 2017 world...

I paid $220 and i pay another $70 in my country's customs duties to have the card

Low fees, they accept BTC, BCH, ETH, LTC and BTG
Also, they have very cool app for iOS & Android

You don't have much choice now, or better to say no choice at all.
One or two currently working cards are taking the advantage of situation on the market where is no other providers and options to choos like there was before Visa withdrew their cards.
So they can actualy impose their conditions, including all costs and fees, without competition. So, it's basicly take it or leave it situation.
