Hello, I have been thinking to start a website to do bitcoin and altcoin mixers services.

What app or application do current bitcoin mixer websites use in the market now?
What is the average fee for the mixer?

There's a good comparison of Bitcoin mixers in the 2018 List Bitcoin Mixers Bitcoin Tumblers Websites (https://bitcointalk.org/index.php?topic=2827109) thread. You'll find the fees charged there but it will be difficult to compete with ChipMixer's pay what you want fee model.
The other main barrier to entry is always going to be trust. A new service has to convince people to send funds to an unknown website in order to build a reputation, that's a bit of a catch 22 situation.

I really don't know of any available software, I think you may need to hire a developer for that. As for altcoin mixers try over on the altcoin section of the forum.

Average fees are normally between 0 and 3%.

Afaik, if you wanted to mix an altcoin, I think it'd be more likely people would use shapeshift.io to convert it to bitcoin and convert it back at a later time as shapeshift is quite a quick exchange with no sign up options everything's quite anonymous.

There are sutes particularly like chipmixer who round down payments to the closest mbtc and take the extra btc as a donation/tip.

Converting sites like Shapeshift and Changelly allow for mixing through anonymous coins such as Monero as well. The former has teamed up with BCash apparently, make of this what you will.

You need to hire developers and you need to buy servers and you need to do marketing.

I think this will be very costly to run this kind of service.
