The transaction they sent you has a low priority due to the large number of small inputs. As such, they should pay a fee of 0.0001 BTC per kilobyte or fraction thereof. The transaction they sent is 3.075 kilobytes in size. Therefore, they should have paid a transaction fee of 0.0004 BTC. They only paid a fee of 0.0003 BTC.
