because you gave the X11 algo the highest priority. If you want to mine now for example Quark, replace the 1 in Priority with a 0 and in the X11 enter 3 for example and than safe pools. The Baikal will immediatly switch from X11 to the Quark than. Have in mind that lower Priority is higher priority, 0 highest priority for the Baikal, 9 lowest priority. Pretty sure this will fix your problem.
