Title: 2nd Zotac Nvidia 1070ti not recognized

Following is my configuration
MOBO: BT250 Mining Expert
GPU1: Zotac Nvidia 1070ti
GPU2: Zotac Nvidia 1070ti
PSU: Photo 1050
OS:Windows 10

GPUs connected to mobo with PCI Riser cards.

My issue is 2nd GPU is not recognized by Windows OS 10. When I tried to connect individually, both are being recognized.But when connected both together to mobo at once, only one GPU is being detected in the device manager.

I connected my monitor to the hdmi mobo.

Any help is much appreciated, I'm stuck here and no clue found in any of the forums

Above 4G Decoding enabled in bios?

Do you have any errors appear on the device manager? try to replace your risers, I'm a bit hesitant on your PSU, is that a china one? if happen you have also an extra PSU then try to use them to isolate your problem.
