Personally I've PMed people when I click the 'Bad Report' button, but I guess not everyone does.

If the reason why the report wasn't acted on is non-obvious or from the report comment I can see that a post was reported based on a false premise and could cause a person to report more posts that would be marked as "bad", then I will usually send them a PM.
