It is to block spammers and abuse.

It's frustrating in the beginning, though.

I see that I have to wait 360 seconds to post each time. What are the different increments or how can I stop this from  happening?
I think at 24 posts you are already much better than 360, right?  ;)

Currently I have to wait 28 seconds, which is about the amount of time it takes for me to read a short thread...

Given full members have to wait 28s, Sr members might wait about 10s - so you just do not noticing it  :)

Is this restriction for any kind of posting - PM, posting in threads, searching?

I don't think there is a time limit for searching.

The restriction is between 2 actions.

So, for instance, if you have a 30 sec limit.

You can post:
- 30 seconds after an other post.
- 30 seconds after logging in.
- 30 seconds after searching.

Is there really a limit for searching? I've never run into that.

Yes.
It depends on your activity.

For me:
The last posting from your IP was less than 34 seconds ago. Please try again later.

For newbie: 6 min :D

For you: I don't know, try to search something and answer quickly after that.
