Actually, you can create a topic even with a 'brand new' position. Another thing, that it will not look very attractive and eye-catchy. But still, firstly, write down key features about your ICO without any unique design, then start participating in various discussions to increase your activity and, as a result, position. You cannot register here and expect an incredible profile from the very first day - this forum is different. Here you have to be active, to provide high-quality answers and to be patient. Are you aware, btw, of how you can increase your activity and how this system basically works? Reply to me there or send a message to PM. And I think its possible to hire a rank member to post this kind of thread (not sure) so its more presentable anyways goodluck for you the content looks good

Graphics/pictures have been disabled for newbies ( and Jr accounts??) due to it being abused. You can however buy a Copper rank, which lets you post them. I believe this rank was introduced solely for this purpose ( Adding images in ANN threads etc.) (Because that was/is the issue right? Not being able to post images?) Regarding the account being new - its not a problem for the project, better to provide support with new account rather than with none.
