Get a proxy/VPN in Canada to give you a local IP. Lock was probably an automatic security precaution. As for the utility bill that sucks, you can always still trade on localbitcoins in Canada and send/receive e-transfers if you trust the person.

Last time I used cavirtex there was a problem with the direct deposit and I lost out $120 never to be seen again. I only use localbitcoins or #bitcoin-cad on IRC to trade
