Who's your ISP? How are you downloading (torrent, web browser download, through some download manager)? Do you use proxies? Are you running any programs which consume a significant amount of bandwidth while downloading (web browsing, Bitcoin client, Skype)? What was the latency of the connection, as measured by speedtest? Some ISPs have per-connection QoS limits (so you may have a 2mbps connection, but for each connection you make, you're only permitted maybe 500kbps). 10kbps would be stupid, but I guess it's possible.
Try a download accelerator like Download Accelerator Plus (riddled with adware... maybe there's a better recommendation) which will force extra connections to download the file in parallel and get around the possible restriction.
