why is my activity stuck at 28? what does that # mean?

From the sticky at the top of this forum:

The activity number is determined in this way:
time = number of two-week periods in which you've posted since your registration
activity = min(time * 14, posts)

Activity is updated every 30 minutes.

Also, you should really try searching the forum for future questions before asking. This has been asked way to often & has official threads from site staff.

14 activity every 2 weeks, but you must have that much of post too.

In English:

number of 2 week periods posted in multiplied by 14
OR
number of posts

the lower number is your activity score

OMG....tried that IRC thing, ha ha

1-ugly as dos from the 80's
2-clunky
3-log in, blasted with ispi name and ip..... gotta love that!
4-all the settings have to be copy/pasted long hand
   ...  /msg NickServ IDENTIFY account password

oh, and very boring! half hour goes by before anyone says anything in the #bitcoin

will this work with TOR?
