To answer your question, BTC will attract a lot more interest, and governments will be put under massive scrutiny by the public. It isn't currently a good idea for governments to attempt to shutdown Bitcoin. Government shutdown has more to do with employment/economy/general well-being than currency/debt. It does undermine the trust in government just a bit more, though.
