Russian authorities are planning to pass new legislation that would effectively legalize cryptocurrency markets by summer 2018.

Actually I don't think it would change much honestly. Legalize most often means highly regulate so... Also they are interested in regulating ICOs (which is good) but the hole point of that is just to prepare legal grounds so they can tax it properly afterwards.

The report mentions that there are different forces pulling in different directions. The Central Bank wants to prevent citizens from investing, to protect them from risks. Putin's plan seems to be to legalize cryptocurrencies and encourage their growth. In the end, Putin's plans might succeed. Of course, the course of action would depend on how successful Russia's own crypto fares in comparison to Bitcoin.

I do not believe that these ghouls something like cryptocurrency want to legalize.All they think about is shearing the sheep. Do not have hopes, perhaps this will happen but after the legalization of cryptocurrency to the rest of the world

And how such a legalization of the crypto currency is consistent with the draft bill on the introduction of criminal liability for the use of crypto currency as a means of payment? Or is Putin not aware of this? I have been observing for almost a year how different conflicting information from Russia appears about their intention to introduce and legalize the crypto currency, after which other information about its possible prohibition immediately appears. It seems that while there is some kind of incomprehensible game, and no more.
