Nobody teaches?

Um, sure? I guess I'll teach?

I'm not exactly sure what you want, to be honest. What do you want to be taught?

Data mining is a rather large field. What specifically do you want to do? By data mining do you mean mining bitcoins (not really data mining) or do you mean the analysis & parsing of large data sets? I'm pretty good at Bitcoin mining, and can easily explain to you the significance of various data structures, but if you're looking for some person who's some parsing genius then I'm not your guy.

Ok yea you're definately going to need to explain what exactly "real" datamining is.

I think what he wants to know is how to create scripts that will go through large data sets and parse them. I'm not the guy to do the teaching, though. I don't know how to do it..

Look,

I don't know if I can 'teach' you how to do it,

But I'd certainly be happy to help you out with whatever you're trying to do. It seems to me that you aren't really looking to 'learn', or if you are, you're learning with the intention of applying it to something very specific, and its the type of thing you learn best when applying it anyway. So, you may as well just learn by doing, and let one of us help out and explain to you what we're doing, and learn that way. (And then, hopefully, pay us for our trouble.  ;D)

You run a whois search on the IP address to find the ISP, and then you contact the ISP for more info. They most likely will not hand over the person's information, unless you have a good reason (ex. a police report). You will get all the information you need from there.

Without contacting an ISP

Without contacting an ISP
I don't think this is possible. The IP address might not be a static IP meaning the the person on an IP right now may not be the same as the person that was on that IP 10 minutes ago. Some ISPs assign the IP when a user connects to their system. You would need the ISP to tell you who was using the IP at the time of whatever offense you are looking into. If they were using a proxy, Tor, or VPN you may never be able to find out who it is.
