I also saw that there are many projects, but almost all of them are really bad. One project that I like and that I expect it to - Origin Protocol

I would suggest you to check out nex ICO. Which is one of the most hyped ICO projects since last year. But the selection process is by lottery system which is actually disappointing. Anyway you can try your luck here by registering on their site: neonexchange.com

This time was the downtrend of market, so i don't recommend you participate to ICO in this time, you can see many ICOs pushed back their Token sale to May and June, because of that

I recently found one of the best upcoming ICO called lccx.io (http://lccx.io) - looks like promising exchange based in London.  Well developed white paper, experienced team, located in politically stable jurisdiction.

Right now I am investing primarily in those ICO's that will underpin future blockchain development like dApps and Oracles and the only Application layer ICO's that I am investing in are those of Exchanges. Why? Because they are the areas that make money. If you want to know specifically which ones I recommend you can follow my social media links in my profile.

I don't think I would advise you to invest any tokens at this time.
Since it is a bear market, most of the tokens have fallen so far that they are not suitable for investment in individual tokens.

Recently, I generally forgot about ICO. I think now is not the best time to invest at this stage. There are a lot of uncertainties and risks. I usually invest on a growing market.

You are correct, there are lots of ICO offering every month but only few of them have the capabilities to succeed. I think most of them are just scam and the tricky part is distinguish the real one from those fake ICO project. So goodluck, as for me I always tried to stay away from them.

As far as I think the best ico this April is :
https://www.theabyss.com/
In fact, it was a daico, the first daico to be offered, the inventor of daico as the founder of eth Vitalik Buterin
Next is https://merculet.io and
http://egretia.io
That is the cooperation project Krypital.
I trust the project Krypital promote because the projects they offer me are involved and the projects are as successful as Arcblock and Cybermiles.

In bear market you get ICO with cheap prices and pay you big profit when the bull comes. Look for  something that has no bounty, no presale bonus, no early token issuing ( which may lead to illegal activity ), look  for the internet of bulletin boards and on top of that, DYOR.
Give Block Collider a read, it would worth the time. Also you should inspect on NEO icos, this time last year Ethereum ICOs boomed with big profit.  I suspect NEO is the new ether this year and all its ico to come.

It would be quite nice to have an independent survey site (like IMDb for cinema ) for all coins, where professionals as well as amateurs could compare, comment and rate every currency. There is a big demand for objective evaluation..
