Title: Poloniex hostaging my funds 8 months already

I made a withdrawal of 0.28633263 Bitcoins on July 10, 2017, from my Poloniex BTC address: 12iQhRSjBRaUngcDEeZE6KkuV7QQraDD8v and with a tx id: 9f063d1515539883438b7f995e47a9c9df91258b657a88032b6fa1bbfccfbc48 to the address 1B9VAjA9ABzV2xUsEkQS5y6ynvJCLUJGX .  This address is a payment management service , his name is Chip-Chap, his website is https://chip-chap.com/.
 
I had a problem using that external service and asked for a refund of the money. They sent the return, but instead of reaching my Poloniex BTC account, it was deposited in the BTC account of Poloniex 17A16QmavnUfCW11DAApiJxp7ARnxN5pGX
 
The transaction returned from Chip-Chap can be consulted in photo 2. I copy the details in text.

I actually wonder why you have to wait till this time before you speak out and say what went wrong which is up to a year now. I won't be surprised if Poloniex has closed the ticket and forget anything about that transaction exist. What I see here is really not Poloniex fault because the returner sent to a general wallet as there would have been several amount into that account as well which would then be difficult to proof that it actually came from you and I think that would be what caused the delay in addition to maybe other factors that promote the ineptitude of the management of Poloniex.

The problem starts when the first answer is 6 months after what happened. Second, the external payment processing company has been open to help at all times.

It can be shown that the transactions correspond to my account or my property. I have attached all the data I have and marked in red all the important fields for the identification of my funds

The problem here is that you have refunded the BTC to a hot wallet of poloniex.

This address isn't actually linked to your account, even though it was the address that sent BTC to your Chip Chap account.

It's a common mistake and the only person that can solve this would be poloniex support. You need to consult both Chip Chap and poloniex. It's not poloniex's fault that you have sent the refund to the wrong address. You need Chip Chap to sign a message from the sending address/addresses, and you also need poloniex to agree to crediting your account once you provide that proof.

Have you opened the proper support ticket channels and have you received a response? I hope you tried following up every month to keep the pressure up. Your wallet provider Chip-Chap is terrible, please stop using it. You should have been able to specify a BTC address for withdrawal, why on earth did the wallet deposit into that hotwallet address?

Anyway, they're recruiting a ton of new support. Maybe you get lucky. But why did you wait so long?

Lesson: use your own wallet. Never a service provider that can f you up.

Poloniex could return the transaction back to the Chip-Chap address and I could solve it with them because they have been interested in my problem at all times and have maintained contact. The only problem is Poloniex and its obscure business policies and its inefficient support center.
It is also my fault for sending BTC from an exchange to an external service, I have to recognize it. But there is no right that Poloniex retains my funds for more than 8 months, staying with my Bitcoin Cash and all the bitcoin forks and even all the trading opportunities I've had during these long 8 months.

I opened the ticket the same day of the problem and I did not have an answer until 6 months later
