Hey, here is an idea.
You know the classical scratchcards lottery?
This is pretty much along the same line.
Each card is an encrypted file that when decrypted reveals if has prize.
All cards ever are ever available to download.
The filenames of each are bitcoin addresses followed by underscore and serial number of them.
To make the decryption key of one scratchcard file public send the price of it to the bitcoin address on its filename and the key is made public so that anyone can verify the fairness of the game.
If it says there is prize the one that payed receives the price in its bitcoin address instantaneously.

hmmm a simple card that has a you won 1BTC or 0.1BTC and a private keys QR code hidden under the scratchable grey layer.. saves having t return to the shop to claim winnings..

.. you could be onto something there. you just need to work out the odds of winning and have a set 0.005 ($1) price to buy it..

just be careful of them gambling laws....

No need for printer. All digital. Just files.
But yes I guess the prices would have to be dynamic to fit the
correct odds as prizes are revealed.
Also there should be a way that we could be sure the owner of the game could not cheat...

Okay, for the sake of simplicity and to give a pratical example let's say 90% of the income is to pay prizes and the rest 10% are for the game owner to profit, pay taxes etc.
And that you have a big winner and 10 small winners - that receive ten times less than the big winner - for every serialized thousand files.
That means the eleven winners will be winning the equivalent of two "big winner" prizes. So, the "big winner" prize would be 45% of the income.
Each thousand serialized files are only released once a thousand credits to decrypt files are bought so that the budget to pay prizes is always available.
It is up to the gambler to use the credits straight away or to wait for them to keep loosing value as prizes are revealed, so actually the tickets and prizes would be static and you would decide to play as soon as possible, relying on your luck, or wait expecting someone else to have no luck and so increase your chances. It would be up to you. If you believe your luck is better than that of other players you should play as soon; otherwise you can wait expecting others to miss prizes and increase your chances. It is your decision. If you believe in pure chance than it shouldn't matter. Sooner or later you will have to use your credits or they will end up loosing all their value.

Note: I started with a pratical example to help me clarifying my thinking but this last paragraph ended up making it redundant. But there you go. It may still be helpful for the discussion and to help clarify our thoughts further.

Following my last post maybe only one address is necessary that would be used to process it all. To buy credits you would send a multiple of the tickets price in satoshi and the last decimal would have to be zero to tell you were buying credits. To buy the decryption of a file/ticket you would send the filename/serial_no as satoshis and the last decimal would NOT be zero as all serial numbers would not have that last digit termination and so telling those satoshis were a serial number to decrypt a file and those satoshis would be refunded along with prize if you won.
By processing information on that bitcoin address you would know which players bitcoin addresses had bought credits in advance and still could decrypt and reveal tickets.
Each game emission could use a different bitcoin address and so still makes sense it is told in the filenames before the underscore and serial number of the files.

And to avoid the game owner was able to cheat maybe each buyer of credits would be providing an encryped file with a code that would only be decrypted and made public when someone else was revealing a ticket. Each of these files would be used to shuffle the tickets serial numbers making it impossible for the owner of the game to know in advance where the prizes were.
