Can you be more specific to your details not just looking for a web developers.
It is hard to say but you are expecting to get in contact with one web-dev and yet you didn't specify what it really needs to be done.

for an instance you can create backend in Django or VV.net.

But I think a web developer with no experience will take this offer.

P.S Every web developer have a different programming forte.

the first project/site will be similar to ico bench, thats only for filtering out the ppl who im looking for to work long-term in future projects. i will not pay in-front, sad that ppl here want get paid instant for doing nothing. domains, templates and all the cost for creating and hosting i will present.
for me mostly important is a good working environment and gaining experience in building up future bigger projects with ppl i trust. i would share a % of profit from the project and even pay when it is necessary for a finished product. i hope it is more clear what im looking for now =)
