If that ICO is legitimate and have a very good and unique project then for me today is the best time to invest because this season or this year, coin project is the only way to affect the price value and not through Bitcoin's market value.

I don't think so, because there are 2 kinds of ICO: One is legitimate and the other one is scam. So, it was hard to invest in any ICO now. It was better to invest in Ethereum or Bitcoin. Invest when the price of ETH was below 400$ and 6000$ for bitcoin. And wait to rise again and sell them.

I think actually at the bear market, it is the best time to invest in initial coin offerings. You ask me why? Its simple.
