Your gtx 780 isn't that good either.Second hand or not, gaming is an option and in crossfire they are good. $65 per GPU, considering their hashrate, this is a good deal. Unless you are going 290x a 780 is a better choice.

Yes I'm aware that I spent a massive amount of money on my 780. It was what I thought was a good card at the time. But for the purposes of mining, they are shit. Complete utter shit. If anyone knows of a better card that has a better KH/$ than what I'm trying to get, speak up.

I have modded the original 6950 bios of mine, just unlocked shaders but kept the original voltage. Instead of raising to 1.188V, it stays at 1.1. I get 490 Kh/s out of it at 900Mhz core and 1500Mhz vram. You may get a tad more if you use the 6970's voltage. Regarding if you will manage better Kh/$ elsewhere, I don't think so. Best you just shader unlock 6950's, the 6970 flash can potential damage the 6950 via over voltage.
