What are some of the best way to market and promote an ICO project to the potential investors without incurring huge cost? Are social media the best way to go??

Airdrop is the best way, I think. You can have 50k or 100k members on 1 week with your campaign (you should have referal program on your campaign).

I think the best advertisement is social network but its stuff outperforms advertising on YouTube and various sites, I think it's better there!

of course, the social media are the key if you want free promotion. ICOs are using bounty campaigns so they can use the tokens which cost them nothing to get people promoting their projects.

Airdrop can create an illusion of success for the project but might not convert to actual investment. A multi-pronged approach should be adopted. If budget is a constraint, it may be better to get seed fund from strategic investor. I still believe the success of ICO hinges on having an MVP, a credible team with good track record, high profile advisors and good tokenomics

You have to give people something to get something. Airdrops, forum signature campaigns, twitter campaigns, facebook campaigns all proven to be work. If you are the owner of the project you speak of, there is no reason for you to try all. Just give some shares of your project to people for their efforts.

Binance became big instantly not because it was better than any other exchange. It shared its profits with its users and it spread like a goddamn bacteria.

less cost in marketing will affected to any ICO project,
so, you need to make a good portion for marketing in good amount, not less or huge but enough for rewards  ;)

I think promoting it in social media like Twitter and Facebook and paying the community to promote the ICO themselves. Mostly they do this in a form of bounty or sometimes airdrop referrals.

I think the best way is twitter and FB campaigns to promote, youtube, reddit is not that effective at the moment, but they will be in the future as time goes by! In my opinion airdrops are not so effective too, as people only participate for the bounty rewards and don't even bother with the research/reading the project, whereas in social media potential investor can get interested from repost or retweet! So potential investors are going through and researching projects in social media and tracing them through hashtags!
