A bitcoin exchange bureau has been opened in the Russian capital. According to local media reports, this is the only exchange office in Moscow that buys and sells cryptos for cash. Lawyers say nothing in the law forbids this type of service, and the business is legal.

The Russian authorities have not yet regulated cryptocurrencies, but the Russians are already adopting them. A new bitcoin change has been opened recently, not far from one of Moscow's main railway stations, Kursky Vokzal. According to media reports, the office is the first of its kind in the Russian capital.

It should not be forgotten that a bill was introduced in the State Duma of Russia to establish criminal liability for any operations with a crypto currency. Supporters of this bill from the Ministry of Finance are motivated by their position that the Russian Constitution states that only the ruble is a legal tender in the territory of Russia. Therefore, everything else is illegal. In the same spirit, some websites are banned there, in which the problems of crypto currency are simply negotiated. Therefore, Russia is still far from the way of introducing crypto currency in its territory. Politicians and representatives of Russian authorities and management are so diametrically opposed to the possibility of introducing a crypto currency, which is so far impossible to form a single picture in this matter.

It seems to me that this news is directed only to the fact that Russian was not looking for opportunities to leave in the dark the Internet. Then from there do not get it. Putin will never allow Russians to use cryptocurrencies. This will weaken the ruble. Russia's economy may not stand it.

To begin with I want to tell you that Russia is not a big market. This is a backward poor country whose main income is the profit from the hydrocarbon trade. The population of this country lives in poverty and therefore people can not invest a lot of money in cryptocurrency. They can not have a noticeable impact on the cryptocurrency market. Have you noticed a change after the legalization of bitcoin in Belarus?

Observers say that demand for electronic currency in Russia is already high, and they believe that a flexible approach is required to regulate the blockchain (the database system used to store the data structure continues to grow).
In 2018, Russia may legalize the bitcoindan types of cryptocurrency (other electronic currencies) in order to combat illegal transactions

What do you think? I think this is more likely to happen but i guess they were just trying to measure the risk of having a crypto currency that is being legally used everywhere on their country. I don't how such a country support crypto currency when they already know that it do fluctuate due to some price manipulations.

It might eventually, but not any time soon. I think with the developments going on in Belarus, Russia will take its time to observe the situation there to find out what and how it will either contribute towards more economical growth, or potentially have negative economical consequences. If Russia at whatever point in time opens up completely to allow crypto to grow out to a powerful asset class, the entire market will benefit from the demand there. Russia isn't only a large country, but hosts also talent and an advanced tech industry. The only thing we have seen from Russia in the last year or two is them constantly moving back and forth with contradicting terms and statements. It's time for action now. People there are ready for it, and the rest of the economy as well....

yes it could be even mined bitcoin activity and digital currency in Russia has become a new trend. Mining miners are struggling to compete with major operations involving supercomputers, especially supercomputers from nuclear facilities. If this happens, it is likely that Russia will adopt Bitcoin.

I do not yet believe that under Putin's regime in Russia they will allow their citizens to freely use the crypto currency. Even Putin on this occasion expressed such contradictory views that his position regarding the crypto currency is difficult to understand. Until the appropriate law is passed in Russia, I will not believe it.

And from time to time if it can continue to lead to more positive things.. this could be the other country's spotlight or other countries' considerations in the acceptance decision will be to the crypto.
Well anyway, the era has begun to lead to the things that are more lead to technologies advances, especially through into internet.

As I know Russia still didn't legalize or illegalize cryptos, and everything that is not forbidden - allowed. I do not know how long this exchangers will work. Maybe this event will move the government to final and official decision about crypto. I wander what terms of exchange those offices are offering, do they have more attractive prices than online exchanges? If someone have a site or a link for the name of the exchanger, please post it here for information  :)

yes, Russia is planning Bitcoin legality, the goal is to treat crypto purchases regulated by law in the same way as buying bonds and other securities. The country has realized that digital currency is part of the new economic reality

Without passing any regulation it is not possible for us to regulate cryptocurrency in Russia. Previously Putin comments very well about the cryptocurrency, now, in the beginning, it is very tough to justify but governments will take actions towards regulation.

In Russia, the laws of the economy do not work. For this reason, there are no modern enterprises in this country. The economy of this country is fully supported by the trade in natural resources. Any business keeps only thanks to the corrupt officials and militiamen. Primitive technology kompensiruet low level of wages. Why would Putin allow the use of cryptocurrencies? He is not interested in creating conditions for wage growth.

Japan aside, among other world powers, I refer to the United States, the European Union, Russia and China, Russia seems to me ready to accept cryptocurrencies. For the United States, its fiat currency is an instrument of international success, for Europe its currency is an instrument of internal bureaucratic control, China is still almost dictatorial, so Russia is ahead.

Waiting many other governments to follow this route if they can achieve it it will be a big boost for the investors and crypto lovers. Currently the market is getting more stagnant and not able to recover or cross 8k mark. It needs the boost so that price can move forward and we can cherish the old days too.

We cannot say if Russia is or is not in favor of legalizing the crypto currencies .That will remain a mystery until some government official makes some statement regarding its position in their country . The new exchange will not be determining this fact as people are allowed to make exchanges if there is no law against its making . The real thing will be identified when the exchange will be noticed by the government and when some action ( positive or negative) will be taken in its direction.

Yes you are right. From what I know Russia is like other countries like Malaysia and Indonesia where they allow cryptocurrencies in their country but prohibits them to becomes means of payment. So indirectly using cryptocurrencies by converting is to their Fiat currency is a legal loophole. This is why the Russian legislative department are taking into action because they now want to properly regulate cryptocurrencies in their country. Adoption of the cryptocurrencies will soon follow as last time I check they are in favor of cryptocurrencies in their country.

Yeah, i have to agree that we should still wait for the government to officially confirm those rumors that spreading about of their country and their new exchanges. It will only just tend someone to hope that it is true but the question is, what's the difference of online exchange against their exchange? I always found a news about Russian country that saying they were legalizing crypto currency. I hope this was all real it does a good effect to the market though.

LOL. I have been telling since 2017 that Russia will not be a friendly crypto country. They have been totally contradicting themselves in more than 6 months now that you have to take everything coming out from them with a bag of salt. Whatever lawyers or some hotshot crypto investors says, its really up to the top, Putin to decide what is good for his government. We all know how disruptive this technology is, do you think the Putin will just yield to something that has the potential to change the financial landscape of Russia? I don't think so, another reason that I'm leaning towards is that its uncontrollable, again I doubt that Putin will just allow it to flourish in his country without him having a full grasp on it.

You are right. Russia is not a crypto friendly country. But I saw many news that crypto activities are increase day by day in Russia. This news is also surprised me.

i don't know the situation on that country because i'm not Russian people but according to OP post that build exchange service which is Russian people can buy or sell crypto is not against the law so until today involved at crypto world is not forbidden in Russia but i think that's will not guarantee someday Russia government will adopt and regulate cryptocurrencies and in my view it's too early to talking about this

Haven't they already adopted it indirectly? I mean currently the Russian government has no regulations or laws involving the use of this cryptocurrencies which means anyone in their country can freely use Bitcoin and other cryptocurrencies. The only thing missing to fully adopt cryptocurrencies is of course through legislation, with it they can officially have some kind of regulation.

I do not agree with the opinion that Russia has started to adopt a crypto currency in its own country. In recent years, politicians and officials of this country have expressed various, often contradictory views on the need and the possibility of introducing crypto-currency, and the actions of the authorities have almost always been aimed at limiting or prohibiting it. Therefore, I do not see the law passed there yet, I do not believe that Russia can give its citizens the opportunity to freely own and dispose of the crypto currency.

Yes, Russia is very active in the direction of cryptocurrencies. As soon as cryptocurrency legislation is introduced in July this year, Russia can become a leader in transactions, ICO startups and mining.

There is so many blockchain projects! Of course, now Russia have no any law about cryptocurrency, but it seems to me, that Russia must takes cryptocurrencies, and projects, which working on that way, could get good money on ICO!
For example, i had working in food retail company, and our competitor made Loyality Program, which made on new cryptocurrency, which can trade at the Russian Market.
That's really interesting.

Yes, you are right, there is so many people, but, when BTC is up, many people, who was poor, stay rich  very fast  ;D

I'd hope there will be no more war in the future and I hope that Russia will support bitcoin because of its technology and not just because of something else. Russia is a great market, a big future for investors there and I know many countries will follow this kind of decisio soon.

russia seeks to destry the banking cartels in the west that print the countries money in order to pay anti russia haters in their mass media, therefore they want to replace the western banking cartels  with cryptocurrencies.

I don't know if the issue about Rothschild central bank's power is taken away by president putin is true? That is  the only reason why days before crypto currencies adaptation is difficult. But basing on some legit ICO project that helps the market rocks is actually a product of Russian people which are based in the city of slovenia and specially in estonia not just only in Moscow.

That's a pretty weak statement, and seems more like a scene out of a bad movie. Russia doesn't really care about what others are thinking about them, they just follow their own route, and I'm happy they do so. Russia has other ways to make the west show a little more respect, and they already do. On top of that, Russia might end up completely operating their own crypto currencies, and not so much the ones we currently use and trade. It all comes down to how their centralized currencies will allow them to maintain the control they are badly craving for. At most we can hope for more friendly regulations allowing our crypto market to develop itself even in Russia. It's already happening in Belarus, where we now are waiting for Russia to plan and execute its next move.

The emergence of a single exchange of crypto currency in Moscow does not mean that Russia has taken the path of adopting a crypto currency. Do not forget that in the State Duma of Russia there is a bill on the establishment of criminal liability for any operations with crypto currency and representatives of the Ministry of Justice explain this step by the fact that the Constitution of the country recognizes as a single means of payment only the ruble, and therefore the emergence of crypto currency as a means of payment violates the Constitution . While all this will not be considered and specific laws will not be adopted, it is too early to say anything about a specific course in Russia.

Russia is on its way to international isolation. If Russia turns off swift, even the legalization of cryptocurrencies will not help Russians. Cryptocurrency exchange will be even more problematic. I think that Russia will become a more closed country and repeat the fate of North Korea. In such circumstances, the legalization of cryptocurrencies is impossible.
I think, that, of course, it is not been with russians, but, of course, it is more simple going somewhere in country, which has legal cryptocurrency for buying some BTC ;D

I don't  know what  really the direction of Russia about crypto currency, as we know Russian government is an authoritarian but  according to reports crypto currency is still in used by their citizens like  a regular foreign currency were in the is an exchanger that  will by bitcoin into cash. Hopefully the law that  they will drafted wil have  a favorable conditions to bitcoin.

Yes you are right. From what I know Russia is like other countries like Malaysia and Indonesia where they allow cryptocurrencies in their country but prohibits them to becomes means of payment. So indirectly using cryptocurrencies by converting is to their Fiat currency is a legal loophole. This is why the Russian legislative department are taking into action because they now want to properly regulate cryptocurrencies in their country. Adoption of the cryptocurrencies will soon follow as last time I check they are in favor of cryptocurrencies in their country.

with their style of doing things I wouldn't think that regulations will occur soon

It's indeed nothing new if we look at similar activities around the world, but it doesn't change anything from the fact that it is abuse and potentially theft of resources that don't belong to you. It wasn't all that long ago where a state department employee used financial resources of the state to buy GPU's with for mining purposes. This isn't only abuse of resources, but also theft, which is something we can't and shouldn't take lightly. I have read about various similar happenings in hospitals, universities, banks, etc. I know people want to exploit every possible opportunity that this market grants them, but there are lines that people shouldn't cross, especially in case of a hospital or bank or nuclear facility....

Right. I don't think that they don't like technology, because they will be really left behind if they don't accept it. However, they refuses to acknowledge everything that will put to much freedom on its people like bitcoin and cypto in general. And just to please their people, they created a crypto back currency, but I haven't heard anything positive about it. Banning telegram is another sign that they won't allow their people to used it for crypto purposes. The ironic part though is that they are a lot of Russians who are really good in crypto, like devs and ICO projects and even Ethereum head, Vitalik is Russian.

Yes. Even more ironic is the fact that due to these uncertainties, the future Russian Bill Gates and Steven Jobs type of individuals, will all be doing their thing outside of Russia. It's a waste of precious talent having the ability to lift Russia to a higher level in every field, but the government there is stupid enough to let them apply their creativity and knowledge elsewhere. If nothing changes, and I'm not that confident in a fundamental change in the coming year or so, then the outflow of talent will become more of a problem than people gaining freedom or using crypto instead of the Ruble as currency. I think it's safe to say that the paranoid and somewhat ignorant nature of governments towards crypto, is more of a threat to their economy than crypto itself.

Russia isn't even remotely close. It's legally still prohibited to use anything other than the Ruble as currency. The main point of importance is that while Russia doesn't seem to be willing to prohibit all aspects of crypto currencies, they have a long way to go in order to become crypto friendly. Instead of their ICO regulations they should clear things up on other grounds, because as it is right now, they are selectively shutting down sites and services because they aren't following the law, but don't do anything against other (mostly larger) sites and services. This back and forward moving should end since it doesn't contribute to anything. If you start a service there you don't even know what's allowed or not allowed....

LOL. They have their beloved CryptoRubble already so I doubt that they will really open the doors for crypto to compete with their own. Yes, I agree that there are a lot of Russians involved in ICO project but it doesn't mean that the nation is openly supporting them. Sooner or later we will hear that they will release their official stance, and I don't think it will be favorable as most of you guys think. Just look around and see for yourself how many times they contradict themselves to the point that they look like at a total lost and really don't cooperate with one another.

Might be, but don't expect anything to happen. I am of believe that they will try to delay that process for as long as they can, all to see how their neighbour (proxy) Belarus fares with their new open minded crypto regulations. A lot will depend on the developments in that country, and in case they are of positive nature, it will translate into more crypto friendliness in Russia as well.

It's a very smart move that will allow Russia to either open the gates for economical improvements, or just outright ban the crap of crypto in case it affects the economy of Belarus negatively. I am confident in the first option to be more likely, but we don't know how attractive the crypto friendly regulations are while on the other hand you have to worry about an unstable government. Only time will tell how everything will play out.

Yes, I agree with you. The authorities and media actively speak about cryptocurrencies.
But it is a pity that in our country all against people, and it means that we are given so far the chance to buy up cryptocurrency, and then will unambiguously adopt the tax law with huge percent. Russia has always been pretty much open to cryptocurrencies. But this selling and exchanging it for cash really looks pretty gross and senseless to me. This will surely promote black money in the state and it will not be too long before government will make an action over it. In a world now where even buying selling shares and securities is not legal how can one talk legality about selling cryptos for cash. This isn't any sign of adoption of cryptocurrencies but is merely a publicity stunt which will looked forward by officials soon.

Well, not all of course fraud. there are worthy projects. Few of them of course. Yes, any new ico needs to be well understood before you invest. There have always been local crypto exchanges in Russia, so it's nothing new or relevant. Russia has two faces when it comes to crypto. In some cases they don't act at all, and in other cases they over-exaggerate their actions because they don't make any sense at all. Also, there aren't all that many countries who actually legalized Bitcoin, and it technically doesn't matter as much as you think it does. Governments not acting on crypto means that people and businesses can do what they want as long as it doesn't break any existing laws. If everything depended that much on countries legalizing Bitcoin, we wouldn't have managed to grow this much and rapidly.

And as far as I can remember, they have been saying that since March of 2017. LOL. Do you guys still think that Russia will give everything up and support crypto? Nah. As you have said they are still thinking but on the other hand, they already created their own crypto government back coin (Crypto Rubble). So this whole discussions about Russia adopting crypto should be put to rest and as long as Putin is on top of the country, there's no way that they give up everything on this decentralizes market. They want to have total control of everything and that's the main reason why they will not allow crypto, too decentralizes with no central authority.

LOL. Please wake up guys. Russia will not recognized crypto, not even Vitalik's Ethereum. Just look at articles last week, specially around the March timeline, they have released so much news about crypto that everyone jump on the bandwagon that they will accept crypto, but up to know what happened? NADA. So I suggest that you should forgot about Russia, just like we forgot about China. And if ever you positive news about them, the next day you will find someone making a complete contradictory statements, that's been the case and will be in the next couple of years.

The thread was created in April and yes though this news has become bit older, its kind of a reminder of good things happening around about crypto currencies. Russia, a grown country appreciating and welcoming crypto currencies in their country is really adorable. Other countries should start looking into the benefits of accepting bitcoin and other crypto currencies as well. I do hope that the number of countries looking at bitcoin's growth and their will to accept is slowly seen and the same is expressed via medias.

The Russian government is considering the adoption of cryptocurrencies at the state level in order to legitimize these relations, but the government is in no hurry to accept the market conditions and the needs of the economy in the openness and transparency of all operations related to the money supply. It's just not good for the authorities. Cryptocurrencies and their activity imply openness and trust, but in a corrupt society with a developed speculative component, it is very difficult to build an open economy that is accessible and understandable to all citizens. The government is only interested in taxing and making its profits from this process, and the use of technology is in last place.

that's what many say and I have read news about that when russians have accepted the crypto. so nice for crypto like this. because of the size of this country it can greatly help crypto.

Russian authorities are planning to pass new legislation that would effectively legalize cryptocurrency markets by summer 2018.

The bill, which the State Duma Committee on State Construction plans to support, will establish a legal basis for digital rights and digital transactions, Head of the State Construction Committee Pavel Krasheninnikov told Izvestia. The bill does not address all of the president’s directives, but its presents conditions for further regulation of the digital currency industry, said Igor Sudets, director of the Plekhanov Russian Economic University’s “Blockade for Lawyers” educational program.

The bill is scheduled for consideration but since that time, I havent found any useful info regarding its adoption.

Russia used to be very hostile to the crypto-currencies, despite the fact that a lot many of the earlier Bitcoin startups originated from that country. As a result, many of these startups moved out to less hostile jurisdictions. Anyway, it is good that finally they have realized the mistake.

Moscow is the capital of Russia in that case crypto exchange is lunched in only moscow city this is amazing decision. Russia is a known cryptocurrencies adopted country. Government still has not yet crypto currencies regulation this sound is not good.

What a crap! Are you from Russia to know how it's the deal there about crypto? 'Moscow is the capital of Russia' did you say that only to make your comment longer or what?
Russia is neutral territory for crypto and the final decidion about crypto regulation still wasn't taken there.

I believe so because there are so many ICOs where the team are consists of Russian devs. They are in the same level of USA when it comes to supporting the blockchain. Putin also discussing the regulations and it might takes some time but I know that the decision will be in favor of it.

I am hoping that eventually Russia will be opening its doors to Bitcoin and cryptocurrency. Considering that there are now many Russians who are already into this new industry, let's cross our fingers that the government will consider this fact in formulating its final decision on this matter. Russia can be that big and important market that we should not lose.

First you need to separate the two: Blockchain and bitcoin. Its two entity so if Russian wanted to invest on Blockchain Technology it doesn't mean that they going to adopt crypto. But adopting Blockchain Technology doesn't mean that they will be free from USD influence in an event of trade embargo. So already have their Rubble, but as far as I know, we haven't heard any success about it. Actually, all crypto back by government hasn't been successful as well, just look at Venezuela's Petro, it didn't work and its a complete failure for Maduro's government.

I do not yet believe that under Putin's regime in Russia they will allow their citizens to freely use the crypto currency. Even Putin on this occasion expressed such contradictory views that his position regarding the crypto currency is difficult to understand. Until the appropriate law is passed in Russia, I will not believe it.
Russia still has not received crypto, but what happened on the ground does not seem to be a problem, because we can see many business people in Russia doing crypto trading, of course the government certainly knows something like this, it can be confirmed by Russia to study potential eyes crypto money is very large, so in the near future Russia will determine its position, which certainly can support the country's economy.

Politicians and officials of the highest rank of Russia over the past few years have talked a lot about legalization of cryptocurrency, but their opinion was too controversial to create a general opinion about the prospect of its circulation in this state. Putin determined the deadline for the adoption of bills on cryptocurrency in July, then this deadline was postponed to October. However, the year is ending, and no laws have been passed. Or maybe they will eventually adopt a bill that has been under consideration in the State Duma for a very long time, establishing criminal responsibility for using cryptocurrency as a means of payment, since the Russian Constitution,  in this state indicated that the only means of payment can only the ruble.   So where is Russia going in relation to cryptocurrency?

The Russian government understands and is aware of all the risks and benefits of adopting cryptocurrency as a payment instrument . The decision to legalize cryptocurrency requires careful study and preparation , as the Russian economy is subject to strong fluctuations due to external factors .
