1.rich experience in online promotion,social promotion,as well as community building.

2.Our target market will be in english speaking areas or areas where people use English frequently.

3.You must have previously worked in such projects,for example,crypto exchange,blockchain.

4.We prefer to hire someone who can set up a whole marketing team.

So you are looking for the participants to start signaature campaign or bounties?

I think in this forum you can advertise through signature campaign and through the advertisement slots available.Or you can start facebook and twotter campaign to tell people on social media about your project.

I suggest to check the campaign management service thread of yahoo. He is best person who is managing bounties and signature campaign in the right. After him we may consider woshib as good person in managing the campaign.
But I do not think that ALU services will better as above person replied. Already they got a negative trust on their team member head.
You need to promote the project means signature campaign and social media campaigns are right source for doing this.
So best choice this campaign is Yahoo62278. Check with the same user name on members list.

How do you know that yahoo62278 is better than ALU services?
I do see the lists on post,there are many managers to choose.But it is really to pick up a good one.

Someone in China give me a list of services that they do.It mades me surprised because each item would cost lots of money,for example,WHITEPAER=8000USD,ROAD show=30K usd for some cities,PR for Chinese medias=30K USD,twitter.FACEBOOK.campaign=30K usd,I can   mention 15 or more,,,

I doubt whether there methods can be effective.They told me if I got much money or  I have VC money from rich investors,then I can consider their services.

You mean atriz? AFAIK, atriz aren't part of ALU again. Check new ALU thread (https://bitcointalk.org/index.php?topic=3298829.0) that created by lauda or check their website and you will see atriz isn't on their list

My opinion i will forget it because that pretty expensive ,imo. And try take a look at the list that potato chips already mentioned above,
