VPN or Tor?   IIRC, there are warnings on some sites that your account could get restricted, but since encryption and privacy are important to many users, do the sites allow it, provided that you comply with their KYC/AML verification requests?  Or is the use of VPN/Tor generally frowned upon?

Another thing, is there a thread here that discusses which exchanges in North America and/or Europe allow their customers to enable PGP so they can encrypt any email communications to you?   

Lastly, thank you for this site and its dedicated members; I've bookmarked several threads on wallet set up and safety issues for later review.

Sorry, I don't have an answer to your question.. but if I wanted to know something like this, I would just email the exchanges in question and ask them before registering. At least Bitstamp has answered all of my questions quickly (24-48 hours). I would stay away from Mt.Gox though.

Had accesed in the past to BTCe using Astrill VPN.
Just try, I dont think you will get suspended for using VPN.
Not sure aboout Tor ...

I will have to disagree on this one.
Bitcoin is being used for lots of people who want to remain anonymous and we should respect that right.
If you need to protect yourself against scammers just go with trusted users and follow good trade practices.
Security cannot be based on IPS since today you get IPs in any coffee or McDonalds and start scamming people.
