This blog is written in French but you can translate it easily with Google translate.

Let me know if you want see something important or if you find any error.

While you promote your site/blog here, will be better if you post your site/blog in English, cause translating tools isn't good enough to explain what your post means.

Bilingual maybe the good option, local and English. The default should be in English. IMHO

That's good, besides you can spread useful information on your blog. Also, you can monetize your blog. When you were using English in your blog post, means you have more chance to invite more visitor around the world (you helping more people with your information) and more opportunity to monetize your blog.
