Title: Is there a way to sell BTC over the web anonymously?

When holding a paper wallet - can I sell on any site (except in person) that doesn't require my ID?

Any other ideas welcome.

Not without a trusted escrow service. Think about it: Bitcoin transactions are irreversible. Are you going to send your BTC before receiving payment? Or, is the other party going to pay you before receiving the BTC? Neither is likely.

Depends on the amount.

Some exchangers will give you small limits without requiring your scanned ID. Expect high fees though.

There's plenty. Just use your imagination and choose one of the endless possibilities.
You can start with LocalBitcoins and conduct online transfers.
