As per PayPal's terms they do not offer buyer protection for any transactions marked as gifts.

For example, me. I need "download" my money from bitcoin to dollars or euros and the easy way to do that is to offer bitcoins for a paypal deposit. ANY payment can be reversed if the PayPal account had been compromised. And believe me, there are lots of those out there.
