If you are looking at a 15 minute chart, then the close prices is the price every 15 minutes. Just like a real currency exchange (Forex market), bitcoin trades around the clock.

There is no need to close since everything is run by computer. Close prices are related to a time when trading was tied to the real world and human/broker operating hours.
