Is this (legally) possible? If so what is holding them back from implementing such a service? It would wipe out the need for spendbitcoins.com and alike businesses.
You could either spend from BTC balance or USD balance. If Mtgox already offers usd vouchers I don't see much difference in a virtual debit card. This would also alleviate some of the demand for BTC -> paypal trades as it leaves fewer reasons to use a paypal account if you've got a gox/th. I know, it's not quite the same, but it works.
