To make eye-catching ANN you have to post images on it. In order to do that you need to be Jr. Member at least. I'm not an expert in design, so I can't say how perfect ANN should look. In general, there should be introduction of your project, roadmap, team members, advisors, links to whitepaper, your social media accounts and etc. I just recommend to luck ANN's of most successful ICO's, who collected biggest amounts of money.
If you need designer, I recommend to take a look at list of designers, you can see that some of them are making ANN's:

It's better to check current ANN posts and the post creator ranks. Note down the designs you like and dig into the Html codes. Mostly, well known forum moderators and high ranked users start the ANN posts, so if you need help, you can contact them. Also, check the translators on ANN posts. On local boards, translators also posts for local announcements...

It's better to check current ANN posts and the post creator ranks. Note down the designs you like and dig into the Html codes. Mostly, well known forum moderators and high ranked users start the ANN posts, so if you need help, you can contact them. Also, check the translators on ANN posts. On local boards, translators also posts for local announcements...
Just a small correction. ANN posts are made using bbcode (bulletin board code), not html which are used to create websites.

Sure thing, have a look at these commands: http://forums.tieline.com/help/?area=bbcode
Most of them are supported by the Bitcointalk forum, even if they aren't in the toolbar. So this way, you can make your ANN extra fancy.
There are also some neat tricks and tools out there, with which you can even further enhance a thread. Like this one: https://www.stuffbydavid.com/textcolorizer

I saw some ICOs that are hiring high ranks such as hero member and above to post their ANN.
